Position Summary:
The HR Manager is responsible for overseeing and managing all aspects of human resources practices and processes within the organization. This role involves developing and implementing HR strategies and initiatives aligned with the overall business strategy. The HR Manager provides leadership and guidance to HR staff, manages employee relations, ensures compliance with legal regulations, and fosters a positive and productive work environment.Essential Duties and Responsibilities:
- Strategic HR Management:
- Develop and implement HR strategies and initiatives aligned with the overall business strategy both in US and China.
- Analyze HR metrics and trends to identify areas for improvement and make data-driven recommendations.
- Partner with department heads to understand their needs and develop HR solutions that support their objectives.
- Talent Acquisition and Recruitment:
- Manage the full recruitment lifecycle, including sourcing, screening, interviewing, and onboarding of new employees.
- Develop and implement effective recruitment strategies to attract top talent.
- Collaborate with hiring managers to define job requirements and ensure a smooth and efficient hiring process.
- Compensation and Benefits:
- Administer compensation and benefits programs, ensuring they are competitive and aligned with market trends.
- Conduct salary benchmarking and participate in compensation surveys.
- Manage employee benefits enrollment and administration, including health insurance, retirement plans, and other employee perks.
- Performance Management:
- Manage the performance appraisal process, providing guidance and support to managers and employees.
- Implement performance improvement plans and address performance issues as needed.
- Develop and deliver training programs to enhance employee skills and performance.
- Employee Relations:
- Serve as a point of contact for employee relations issues, providing guidance and support to employees and managers.
- Investigate and resolve employee complaints and grievances.
- Ensure compliance with all applicable labor laws and regulations.
- Promote a positive and inclusive work environment.
- Training and Development:
- Identify training and development needs within the organization.
- Develop and implement training programs to enhance employee skills and knowledge.
- Evaluate the effectiveness of training programs and make recommendations for improvement.
- HR Compliance:
- Ensure compliance with all applicable federal, state, and local labor laws and regulations.
- Maintain accurate employee records and HR documentation.
- Conduct HR audits to identify areas of non-compliance and implement corrective actions.
- HR Team Leadership:
- Provide leadership and guidance to HR staff, fostering a collaborative and high-performing team environment.
- Manage the HR budget and ensure efficient allocation of resources.
- Develop and implement HR policies and procedures.
Qualifications:
- Bachelor's degree in Human Resources, Business Administration, or a related field required.
- Master's degree in Human Resources or MBA preferred.
- SHRM-CP/SCP or HRCI-PHR/SPHR certification preferred.
- Minimum of 10-13 years of progressive HR experience, with at least 3 years in a management role.
- Experience in managing multicultural teams in EMS or contract manufactural industries preferred.
- In-depth knowledge of HR principles, practices, and legal regulations.
- Strong experience in talent acquisition, compensation and benefits, employee relations, and performance management.
- Excellent communication, interpersonal, and conflict-resolution skills.
- Strong analytical and problem-solving skills.
- Proficiency in HRIS systems and Microsoft Office Suite.
